So, the red giant want to have a super ministry. Anyway, what would this ministry looks like? Yet other Clark Kent again?

No, this is not something like that. The super ministry (term which Xinhua used) is a join combination between China’s Ministry of Information Industry and other government organizations such as National Development and Reform Commission (NDRC), the State Council Informatization Office (SCITO), most of the Commission of Science and Technology for National Defense (COSTIND), and the State Tobacco Monopoly Administration.
This super ministry will try to eliminate overlapping responsibilitites within China’s vast bureaucracy and improve issue on efficiency.
Bryan Wang, Springboard Research’s country manager for Greater China said,
“One thing is clear, decision-making will be faster.”
I do agree with you Sir.
